Over-treatment happens when veterinarians perform ineffective treatments that don’t work, usually as a result of pressure from an owner. This may increase suffering and interfere with welfare. Under treatment occurs when owner preferences or budget limits result in no care, compromising the animal's welfare.

Vets must provide a balance between different responsibilities. Effective communication is crucial because it allows owners to make informed decisions by outlining the prognosis, results and potential welfare implications.
